It is like kick high-tech, highly skilled, entrepreneurial people out of the U.S. after training them. Those high-tech skilled graduates return to their countries e.g. China, India, Pakistan to start their own businesses and create job opportunities. This hurts American economy greatly. This is going to be changed in U.S. Senators Lamar Alexander (R-Tenn.) and Chris Coons (D-Del.) introduced the SMART Jobs Act (Sustaining our Most Advanced Researchers and Technology). According to Sen. Alexander, this bill is an essential measure to keep talented workers and potential job creators in the U.S.
